The European Commission adopted a package on 30 October 2026 that asks the Council to approve the remaining €45 billion for 2027 under the €90 billion Ukraine Support Loan. Of that sum, €31.7 billion would go to Ukraine's defence industrial capacity and up to €13.3 billion to budget support, split equally between the Ukraine Facility and Macro-Financial Assistance.
Across 2026 and 2027 the loan reserves €60 billion for defence capabilities and defence industrial capacity and €30 billion for budget support. The Council allocated €28.3 billion to defence industrial capacity for 2026 in a decision of 23 April 2026, and €15.8 billion of that has been disbursed for defence procurement.
The package follows Ukraine's Financing Strategy, submitted on 26 October 2026 and assessed positively by the Commission. The Council must now adopt the implementing decision, after which Member States will decide the allocations. Disbursements are planned for early 2027 once the assistance is adopted. Budget support remains tied to conditions on the rule of law, anti-corruption, economic resilience and sustainability.
Why it matters
This is a sizeable defence-industrial envelope, but it is not a grant call: nothing here opens for applications. Companies in defence and dual-use supply chains should treat it as a demand signal and watch the Council decision and the allocation stage. The practical question for suppliers is how procurement under the loan will be organised, so they should follow the official rules rather than assume access.
